Category B and Category C of the TTPS share the same academic threshold — a bachelor’s degree from an eligible university — but differ in key ways on their work experience requirements and quota mechanisms. Choosing the wrong one could mean missing the application window or being filtered out by the quota mechanism. This article compares Category B and Category C across five dimensions and offers category-selection advice for applicants with different backgrounds.
§1 Statutory Definitions of the Two Categories
Category B: persons who have been awarded a bachelor’s degree by an eligible university and have accumulated at least three years of work experience in the five years immediately preceding the application.
Category C: persons who were awarded a bachelor’s degree by an eligible university within the five years immediately preceding the application but have less than three years of work experience. This category is subject to an annual quota and is allocated on a first-come-first-served basis.
The shared prerequisite for both categories is that the graduating university must appear on the “Aggregate List of Eligible Universities” published by the Immigration Department.
§2 The Update Mechanism for the Global Top-100 University List
This means the list covers a broader scope than any single ranking — a university qualifies if it ranks within the top 100 in any given year in any one of QS / THE / US News / ARWU.
Applicants should verify the latest list before submitting an application — using an outdated list may result in the application being returned.
§3 Operational Details of the Category C Quota Mechanism
Because the quota is allocated on a first-come-first-served basis, applicants planning to come to Hong Kong within the year should submit their applications as early as possible.
§4 Calculating “Three Years of Work Experience” for Category B
The calculation for “accumulating at least three years of work experience in the five years immediately preceding the application” is as follows: counting back 60 months from the application date, the accumulated full-time work experience during this period must be no less than 36 months.
If the employer has ceased operations or cannot be contacted, MPF records, payslips and tax statements may be provided as supplementary proof.
§5 Renewal Differences: Faced Jointly by Category B and Category C
The assessment requirements at the renewal stage are entirely the same for Category B and Category C, and broadly the same as Category A: the applicant must be employed in Hong Kong or have established / be engaged in a business. At renewal (extension of stay), the applicant must prove they are employed in Hong Kong and can derive a stable income from it, or have established or are engaged in a business in Hong Kong; if approved, they are generally granted an extension of stay not exceeding three years, or until the expiry of their employment contract in Hong Kong (whichever is shorter).
The main difference between the two categories at renewal lies in their starting point — because Category B applicants have more than three years of work experience, their competitiveness in the Hong Kong job market is generally stronger than that of Category C applicants, and it is also easier for them to build the employment evidence needed at the renewal stage. For Category C applicants (especially young fresh graduates), establishing sufficient employment records within the first 24 months of their initial stay to support renewal is an issue that requires advance planning.
§6 Category-Selection Strategy: B or C?
The following are category-selection recommendations for applicants with different backgrounds:
If you meet the criteria for both Category B and Category C (i.e. you hold an eligible university bachelor’s degree plus more than three years’ work experience): prioritise Category B.
If you meet the Category B criteria (regardless of age): simply apply under Category B, which has no quota limit and no upper age limit.
If you hold only an eligible university bachelor’s degree but have less than three years’ work experience: your only option is Category C. The key is to submit the application as early as possible to secure an annual quota (first-come-first-served), and to plan your employment pathway immediately after approval.
If you do not yet have three years’ work experience but expect to accumulate it in the short term: you may wait until you meet the Category B criteria before applying, thereby avoiding the quota restriction.
